Task description:

The work covers development of IT tools for crime statistics and short-term statistics (STS) as well as web survey web application for crime statistics and STS. The work coverage:

Coordination of development of IT tools for crime statistics, STS tool and web survey tool:

Prepare functional and technical specifications of the IT tool for the crime statistics

Prepare functional and technical specifications of the STS data processing tool

Prepare functional and technical specifications of the web survey web application

Crime statistics and STS databases

Design and development of the database of the IT tool for crime statistics and STS

Implementation of ETL procedures for importing data to the database:


o Implementation of SQL procedures for logical-computational controls on imported data



o Implementation of SQL procedures for data processing and preparation of output data tables


Testing of database and adjusting database to the needs of the beneficiary after the testing

Assisting the beneficiary in deploying the database

Crime statistics and STS web application

Design and development of the web application of the IT tool for crime statistics and STS

Implementation of authentication and authorization part of the web application

Implementation of functional modules of the web application

Testing of web application and adjusting web application to the needs of the beneficiary after the testing.

Assisting the beneficiary in deploying the web application

Qualifications:

General professional experience:

University degree in Computer Science, Statistics, Mathematics, or a related field. At least 5 years of professional experience, with a minimum of 3 years explicitly related to the tasks listed above. Excellent command of English (spoken and written)

Specific professional experience:

Proven experience in database design and development, preferably for statistical or analytical applications. Strong proficiency in SQL, ETL processes, and data quality control. Experience developing secure, user-oriented web applications (preferably using modern frameworks such as .NET, Java, or Python/Django/Flask). Familiarity with statistical data processing and reporting. Solid knowledge of IT infrastructure and system administration Excellent problem-solving skills and attention to detail. Experience in preparing technical documentation and deployment support.
