Our Health department is currently implementing 2 projects funded by HaDEA, the European Health and Digital Executive Agency. We are now preparing a tender bid for the

Better Training for Safer Food (BTSF)

initiative. The aim is to strengthen the harmonised implementation of EU food safety and control legislation, particularly the Official Controls Regulation (OCR), border control procedures, and the use of the TRACES system. The project provides training for competent authority staff in EU Member States, Candidate Countries, EFTA states, and selected neighbouring countries. Overall, the project seeks to build capacity, ensure effective enforcement of EU law, improve transparency and cooperation across borders, and safeguard the functioning of the internal market in food, feed, and live animals. This specific project covers the organisation and implementation of workshops focusing on:


Official Controls Regulation (OCR)

– Regulation (EU) 2017/625

Border Controls at Border Control Posts (BCPs)

Use of the TRACES system

Strategic areas identified by DG SANTE

Job description





The role of Tutor (Technical Subject Matter Expert) will include:


Developing or

updating training materials based on existing BTSF resources

and new legislation Delivering technical sessions and facilitating interactive components (case studies, group work, role plays) Participating in field visits to competent authorities or laboratories (depending on the training topic) Collaborating with a

Training Coordinator

to ensure consistency in content delivery Actively engaging with participants to foster learning and discussion


Workshops will typically run for 3–4 days and take place across selected EU Member States or Candidate Countries. A minimum of 3–4 tutors per session is required.



Please note that the delivery of training activities and related input will be required on an intermittent basis, depending on the workshop schedule and evolving project needs. Flexibility and responsiveness are therefore essential but workshops will be planned well-ahead.

Qualifications





We are seeking technical subject matter experts with the following profile:


Academic background:


University degree relevant to food safety, veterinary sciences, plant health, biology, or related fields

Experience:


+ Preferably at least

3 years of recent

hands-on experience in applying the

EU acquis

in food safety and official control
+ Familiarity with TRACES and the OCR is a strong asset

Preferred employment background:

+ Officials from competent authorities of EU Member States + Recently retired officials (within 2 years) may also be considered
+ Public organisations, academia, or in specific cases, industry or NGOs BUT subject to HaDEA approval.
