Gulf Cement Company, majority-owned by Buzzi following a recent acquisition, is one of the leading cement manufacturers in the United Arab Emirates, headquartered in Ras Al Khaimah. Founded in 1977, GCC operates as one of the largest integrated cement plants in the region, with an annual production capacity of approximately 2.4 million tons of cement and 3.7 million tons of clinker. The company operates two major production lines and employs over 400 staff members. GCC serves both the domestic UAE market and exports to more than 11 countries.

Senior Technical Office

Industrial Operations department

to start as soon as possible.


The position holder is responsible for leading and coordinating all operational activities of Gulf Cement Company (GCC) in the areas defined in scope, with the goal of achieving operational excellence in accordance to Industry and Buzzi Group Standards. The role supports the CEO of GCC in executing the operational strategy and plays a key part in the integration process with Buzzi Group, the new majority shareholder.

Main Responsibilities / Activities:

Improve existing operational and environmental performance Establish and execute competitive expenditure and project management practices Oversee the full supply chain: raw materials and spare parts sourcing, packaging, bulk shipping, and delivery for the plant and respective port operations Ensure full compliance with all applicable laws, international standards and Buzzi Group standards related to HSE, environmental permits, and product quality Lead and develop a multi-disciplinary team within the area of responsibility (over 200 employees mainly from India and Pakistan) Foster a continuous improvement and operational excellence culture, in accordance with operational best practices. Work closely with commercial functions to ensure customer demand and product quality is met efficiently and reliably. Support post-acquisition integration, aligning reporting, systems, and practices with the Buzzi Group’s global platform. Support CEO of GCC in building and maintaining strong relationships with regulatory authorities, strategic customers, and local stakeholders, reinforcing the company’s reputation and long-term sustainability.

Ideal Canditate Profile

Minimum 10–15 years in senior operational roles in complex industrial environments, preferably in cement, building materials, or heavy manufacturing. Experience leading cross-functional teams and operations in international or emerging market contexts. Experience with Asian and Gulf Countries regional culture is a nice-to-have Exposure to post-M&A environments or integration within multinational corporations is a strong plus Strong leadership, strategic thinking, and team management capabilities Strong project management skills Hands-on mindset combined with a structured and data-driven approach to operations In-depth understanding of integrated management systems (quality, environment, safety) Fluent in English; Arabic is a plus Proficient in ERP systems and data analysis tools
