Dual Use Goods Management Procedure of the Trade and Development Bank
The Ginger Group is party to a framework contract with the Eastern and Southern African Trade and Development Bank (TDB) to provide "Consulting Services for Appraisal, Development and Implementation of Projects in the Climate Sector" with French Development Agency (AFD) funds.
Under this framework contract, we have been requested to prepare a Dual Use Goods Management Procedure. We are currently searching for qualified experts to undertake this assignment, which will include the following tasks:
Identify the applicable national and international Laws and Regulations governing dual-use goods
Define, classify and list the Dual Use Goods items used in development, production, handling, functioning, maintenance, storage, detection, identification or distribution within TDB product portfolio
Develop end-use controls to verify the end-use and end-user of dual-use goods within TDB product portfolio
Develop export authorization templates and internal control procedures to monitor and manage the export of dual-use goods for DUG within TDB product portfolio
Develop transit authorization templates for DUG within TDB product portfolio
Develop Templates for Reporting and disclosure of Dual Use Goods risks
Review lessons learnt from peers and benchmark as appropriate on administration, implementation, process and target setting for DUG Management
Develop a Dual Use Goods Policy in line with the TDB’s vision, mandate, lending strategy, and the regional context.
Prepare training modules for transfer of knowledge for teams in 1) deal origination 2) impact assessment and 3) monitoring and reporting
QUALIFICATION
We invite experts with the following qualifications to apply:
Education:
Advanced degree in International Trade Law, Security Studies, Risk Management, Supply Chain Management or Logistics, or other relevant fields.
?Professional Experience:
At least 7 years' experience in dual-use goods regulation and compliance
Experience in developing and implementing internal control and compliance procedures.
Experience in risk management related to sensitive or controlled goods.
Experience in benchmarking and policy formulation in trade, security and finance sectors.
Experience in developing training modules.
Strong familiarity with national laws in TDB member states governing DUGs and international frameworks and best practices?.
Desirable:
Previous consulting experience with development finance instituions or trade finance institutions
